Dedicated IPs for deployments

I have a project that works in my local environment but not once pushed to Railway. If I could login to the container like I can locally, I could determine what the differences are that are causing the problem. Add a function like the "connect" command in the CLI to connect to the actual container.

Certain services require CNAME records at the apex of a domain like Railway. Many registrars don't support this functionality. Other DNS providers have introduced newer DNS standards such as ALIAS and ANAME records that allow CNAME-like functionality at the apex. This ticket tracks this request.
